Bring the information you have. Unknowns become preparation tasks; they do not automatically prevent an initial conversation.

  1. Is the proposition a software service, communications network, outsourcing operation or another defined activity?
  2. Who will pay for it, and what customer or pilot evidence exists?
  3. What power, connectivity, equipment and skills are needed for a reliable service?
  4. What data will be handled, who owns the technology and what activity-specific permissions need assessment?

Describe what exists, its source and date, and what still needs confirmation. Sensitive records should follow an agreed private sharing process.

  • Business and ownership details, product or service description, intellectual-property position and team capability.
  • Customer research, available pilot results, contracts or letters of interest, with their status identified.
  • Infrastructure and operating plan, service assumptions, delivery budget, security and continuity arrangements.
  • Map of personal or sensitive data handled, available regulatory correspondence and a costed plan for unresolved technical or compliance work.

Applicable communications licensing and data-protection responsibilities, depending on the activity.

Relevant local authority and infrastructure providers

Site, installation, power and connection requirements where physical facilities are involved.

Relevant sector authority

Additional requirements where the service operates in a regulated field such as health or financial services.

A software company and a public communications-network operator do not follow the same licensing route. Define the activity before selecting requirements.

Assess data responsibilities for the actual service and processing arrangements; handling personal information is a separate question from telecoms licensing.

Digital delivery does not remove the operating requirements of the underlying regulated service.
