Build the case,
one question at a time.

Bring the information you have. Unknowns become preparation tasks; they do not automatically prevent an initial conversation.

  1. Which services will be provided, for which population, and what evidence supports the need?
  2. Who will operate the facility and take clinical responsibility?
  3. Is this a new facility, an expansion or a change of operator, and what registrations already exist?
  4. How will staffing, equipment, patient safety, waste, power and operating finance be sustained?

Make the proposition
possible to assess.

Describe what exists, its source and date, and what still needs confirmation. Sensitive records should follow an agreed private sharing process.

  • Promoter and site rights, proposed facility category, service scope and available plans.
  • Named clinical leadership and relevant professional credentials; existing facility registration and inspection records where applicable.
  • Demand and referral evidence, staffing and equipment plan, operating costs and payer or revenue assumptions.
  • Preparation budget, delivery milestones, available local-authority health reports and a register of outstanding approvals.

Health Professions Authority

Health-institution registration, inspection and renewal for applicable facilities.

Relevant health-professions council

Professional and practitioner requirements for the service and team.

Relevant local authority and environmental authority

Applicable premises, public-health, planning and waste requirements.

Facility registration and an individual practitioner's authorisation are distinct. Establish both routes for the intended services.

HPA guidance distinguishes departments and changes of premises or ownership; do not assume an existing certificate covers a new configuration.

A funded building or equipment purchase does not on its own authorise clinical operation.
