Bring the information you have. Unknowns become preparation tasks; they do not automatically prevent an initial conversation.

  1. Who owns or controls the asset, land or corridor, and who can authorise the proposed partnership?
  2. What movement of goods, users or service demand supports the project?
  3. Who will build, operate and maintain the asset, and who will pay for the service?
  4. Which studies, access arrangements and public approvals must be resolved before implementation?

Describe what exists, its source and date, and what still needs confirmation. Sensitive records should follow an agreed private sharing process.

  • Asset and land schedule, location and access plans, owner mandate and public-body resolutions where relevant.
  • Available demand, traffic, customer or water-use evidence; existing capacity and infrastructure condition.
  • Engineering concept, cost and maintenance assumptions, utility requirements and intended operating model.
  • Funding request, proposed commercial structure, risk allocation and a preparation programme with defined outputs.

People & permissions

Know who
needs to be involved.

Relevant asset owner, road authority or local authority

Confirmation of asset control, access, development permissions and the applicable public-project process.

Environmental Management Agency

Applicable environmental assessment and management requirements.

Zimbabwe National Water Authority / relevant water authority

Water arrangements where supply, abstraction or conveyance forms part of the project.

A development priority or public announcement is not an authorised concession or an open investment offer.

Public assets require the appropriate mandate, procurement and approval route. A private introduction cannot replace that process.

Identify the actual road, land, rail, aviation or water asset owner rather than assuming one institution controls every infrastructure project.
